To start, players should press the "System" button on the lower-right side of their screen. From there, they'll be able to see all the different planets on the system screen. If a planet has a station hub icon next to it, it means the player can set up their base there. All players need to do is click on their desired planet and click "Relocate Base" to move.
It's important to note that several planets in Star Trek Fleet Command allow you to transfer your base there, but aren't unlocked until you fulfill a certain requirement.
